राज्यातील महानगरपालिकांना आर्थिकदृष्ट्या सक्षम करण्यासाठी जकात गोळा करण्याचे अधिकार देण्यात आले. परंतु जगभरात जकात जमा करण्याची पद्धत कालबाह्य झाल्यानंतर स्थानिक संस्था कर (एलबीटी) आकारण्यास परवानगी देण्यात आली. मात्र एलबीटी कायदा जाचक व व्यापाऱ्यांना जाचक असल्याने त्याला विरोध करण्यात आला. व्यापाऱ्यांच्या विरोधामुळे सरकारने एलबीटी रद्द केला. एलबीटी वसुली आणि जकात मिळकतीचे प्रमाण 60 ते 70 टक्क्यांपर्यंत खाली आले. पालिकेची मोठी तूट होती. राज्य सरकार तीन वर्षांच्या सरासरी उत्पन्नाएवढे एलबीटी अनुदान देत असले तरी तेही तुटपुंजे आणि वेळेत मिळत नाही.

महापालिकेला मिळणाऱ्या महसुलातील 55.81 टक्के रक्कम पगार आणि निवृत्ती वेतनावर खर्च होते. यंदा महापालिकेचा महसूल (अपेक्षित) 524 कोटी दाखवण्यात आला आहे. त्यातही 70 ते 75 कोटींची तूट आहे. त्यापैकी 292 कोटी 75 लाख रुपये पगारावर खर्च होणार आहेत. प्रत्येक वेळी पगार झाल्यावर राज्य सरकारकडून एलबीटी अनुदानाची वाट पाहावी लागते. त्यामुळे दर महिन्याच्या 1 ते 7 तारखेपर्यंतचे पगार आता 15 तारखेपर्यंत देताना प्रशासनाची दमछाक होत आहे.

महापालिका महासंघाची बैठक आर्थिक प्रश्नांवर चर्चा करण्यासाठी महाराष्ट्र राज्य महापालिका कर्मचारी महासंघाची बैठक कोल्हापुरात होणार आहे. राज्यात 29 नगरपालिकांचा महासंघ आहे. या बैठकीत म्युनिसिपल एम्प्लॉईज युनियनचे अध्यक्ष संजय भोसले यांनी या पालिकांना पगार अनुदान देण्याची मागणी राज्य सरकारकडे करणार असल्याचे सांगितले.
